WNU Editor: When a consulate/embassy is closed .... documents are put in container/crate/box/etc. .... and it is sealed and treated as a diplomatic pouch. So why should the Russian consulate in San Francisco feel compelled to burn something (if it is documents/records/etc.). The AP story is here ....
