TASS: Putin, Biden hold first phone call at Moscow’s initiative — Kremlin 

Meanwhile, White House press secretary Jen Psaki said on Tuesday that it was Biden who had called Putin 

MOSCOW, January 27. /TASS/. The first telephone conversation between Russian President Vladimir Putin and his US counterpart Joe Biden was initiated by Moscow, Kremlin Spokesman Dmitry Peskov told reporters on Wednesday. 

"It was Russia’s initiative," he pointed out. According to Peskov, Moscow suggested a conversation for Putin to congratulate Biden on taking office as US president and for the parties "to discuss the most pressing issues, the main one being the ratification of an agreement on extending the Strategic Arms Reduction Treaty (New START) and the very extension of the treaty for five years."

WNU Editor: It is always customary for the Kremlin to contact the White House to make arrangements on when the Russian President can call the new U.S. President after he has been sworn in. A date and time is then agreed upon, and the call is made from the Kremlin side. White House press secretary Jen Psaki said on Tuesday that it was Biden who had called Putin. I think the White House press secretary's information is wrong. It would be a major break in protocol. 

As to what was discussed between the two leaders. Now this is where it gets interesting. 

We know the U.S. side .... President Biden And Russian President Putin Hold Their First Telephone Conversation (January 26, 2021), but on the Russian side, with the exception of Navalny, the Kremlin is sayin nothing .... Putin explained Navalny situation during phone call with Biden — Kremlin (TASS). In the past the Kremlin always gave their take on what was discussed. But not this time. This is very strange.
